Bettison Publishes Article re Predatory Offender Registry Legislative Efforts
Stacy Bettison’s recently featured Minnesota Bench & Bar article “Momentum builds for changes to Predatory Offender Registry,” (April 2021) examines the current efforts under way to reform the registry. As a member of the legislatively created Criminal Sexual Conduct Working Group, Bettison, along with others, advocated for particular areas of reform. The article recounts those reform efforts.
Bettison shared her insight and expertise as a member of the Criminal Sexual Conduct Working Group. The working group, comprising victims/survivors, advocates, prosecutors, law enforcement, and criminal defense attorneys, was tasked with recommending reforms and changes to the criminal sexual conduct laws.
After meeting for over a year, the committee recommended eliminating registration requirements for juveniles, requiring registration only for convictions, eliminating or modifying restart provisions, and providing opportunities for a registrant to petition for early termination of registration requirements.
